Brickset has written a review on the turtle’s Shellraiser. Before you snap one up for yourself, I would suggest you to take a look at the review especially when you have limited budget. Below picture is taken from Brickset:
There are a lot of cons noted down by the reviewer and it might not be a really good set to play with but it might be a good set for collection, especially the minifigs. If you are only going to display it, it works fine too as the review said it was fragile. Still, is best for you to read them yourself and make your own judgment.
